American Home Shield (real case)

I have a FSBO condo that I'm interested in. Numbers work just fine for me. Seller wants payoff which is $75,000 and is willing to re-paint and re-carpet. B neighborhood that rents for $900. Hang-up is the HVAC unit is from 1999 and wasn't working when I toured. The owner says, "no worries, I have American Home Shield and they are sending out a guy to charge it." I believe this is the 3rd time he has had it done. Obviously, at this point, the HVAC is done. How can the owner get a new unit out of this deal? Is the HVAC guy milking it or is AHS just not willing to pay? I'm not a fan of these warranties, just need some guidance on how to tell the seller to proceed.
