Former tenant not home to receieve security deposit notice

According to Florida law, I have to send certified mail to former tenants stating deductions from their security deposit. I sent one and the former tenant wasn't home to sign, so it has yet to be delivered. 

Law says I have 15 days from the date they receive the notice to mail them their deposit. But what if they never receive it due to not being home?
