Pa Landlord advice? Do you make tenant pay all utilities?

So my wife is saying not to let the tenant pay sewage and trash because it can put a lein on the house? is that correct we usually pay water,sewage and trash. We have 1 duplex and the rest SFH"s. Whats your thoughts?
