Electrician charging me $1300 to install a submeter, good deal??

Hi all,

I currently own a duplex that shares one electric meter. I think it's going to cause problems between tenants with the electric bill. I've elected to have a separate meter. 

I've found a electrician who is willing to separate the electricity, put in a new breaker of for one one side of the home and install a submeter. 

All for 1300 with new Meter included. Is this a good deal?? I'm in Houston tx
