Property Management in Texas Market

I have been researching multifamily properties in the San Antonio area and finding that the better property managers are not interested in small 10-20 unit complexes. My goal is to build a great support team and find a B- or C apartment building in a B neighborhood with some upside potential. After getting this up and running I would try to qualify for agency non-recourse funding on a larger complex. I'm looking for thoughts on the San Antonio market,  approaches to management and if there are better TX markets to consider.
