Rental SF MH, possible section 8 and mrtg transfer

I had a buddy come to me with a question I knew was a bigger pockets kind of question. He has a currently non rented sf mobile home and his mother in law has gotten extremely ill and how is disabled. Mother in law has a home with mrtg and home needs some repairs which she can't afford to do. Would it be possible to move mother in law into mobile home in order to provide needed assistance and care (location is much closer) and transfer mrtg to him (he says he could purchase as long as numbers work and the mrtg is not under water) Also since she can't work now she may apply for housing assistance toward her rent but due to relationship may need to identify a waiver due to disabilities. I didn't know where to start so any assistance would be greatly appreciated. We where going to try to start an llc partnership and try to find more sf mh but the mother in law situation has put a hold on it.
