security deposit damage summary

I live in Washington State, and I have an ex tenant that left a significant amount of damage. We have sent a damage report to her but says she hasn't received it. She is a system scammer and has said this to my face several times. Its been over the 21 days I have to get it to her. Damages have been in the thousands, and I cant imagine having to go to court and still have to pay her damage deposit back. I was wondering if anyone has any advice or a plan to deal with someone like this?
