Busybody/Racist Neighbor Issue

I have a single family rental where the neighbor next door has turned out to be quite the lunatic. He's well known as  such in the neighborhood.

I had a real nice family move in and this guy just will not leave them alone. He harasses them daily, and has said racist things to them and vulgar things in front of the kids. (The mom is white the dad is black).

How do I deal with this? I don't want to get involved with tenant drama, but I want to ensure my tenants have a good place to live. After all they're clean and pay on time and I want them to stay. 

How would you handle it?

It's not your problem.  Tell the tenant they need to address this with the police if it's an issue.
