Property Manager Racine - Kenosha WI Area

I closed on my first rental property in December 2016. It's a duplex with 3/1 in each unit in Racine, WI. I am out of state and have a property manager and few friends/handymen working with me in the area. Although I rehabilitated the place enough that the manager claimed they could get it rented it is still vacant after almost 5 months on the market. I have been doing my best to address anything that could be keeping people from renting (including lowering the rent) I don't think the manager is working hard enough. Any managers in the area ready to fill this duplex or suggestions would be greatly appreciated!!!
