Is cutting concrete prohibitively expensive?

Hi All, I have a property that is slab on grade and I want to create an island in the kitchen, but I need to get the electrical over to it (about 4' away.) It seems like the simplest way to do this is to cut a small section out of the concrete to run the wiring. My contractor (who I'm not sure about at this point for other reasons) keeps insisting that cutting the concrete is way too expensive. The house is worth about $185,000 ARV and it needs about 25k in renovations. Would you cut the concrete and how much would you expect to pay? Thanks!
