Renting homes with pools

I am an investor in AZ. We have strict laws here that require pool safety fences for properties with children under the age of 6. This creates a dilemma for landlords since fair housing stops you from discriminating against tenants with children. The only way I have been able to figure out of this if you are renting a property w/pool is to tell the prospective tenant that the cost of putting in the safety fencing will be passed along to them.  Any ideas ?

Here, code requires that all pools have a safety fence and you won't get insurance coverage without it.

While I would never rent a property with a pool - the extra liability and costs are not worth any additional revenue in our climate - I would most certainly install a code-compliant fence around any pool before even considering putting it out for let.
