Hard Credit pull, what constitutes consent?

Hey Y'all,

I am renting an apartment in Virginia and wanted to know your opinion on my landlords decision to perform a hard credit pull to my credit. I have great credit and was dinged about 10 points on my score due to him pulling it and would have preferred a soft pull. I had filled out a rental application and was told that the below wording constituted me consenting to the hard pull.

This is a first for me and I am looking to learn, I appreciate any advice/thoughts.
