How do I collect sewer expense from tenant? One bill, 2 sides

So the sewer bill came in. The city says that they only send out one bill and it is to be billed to the owner.... how do I go about charging the tenant for it? It's $138. So that's like $69 a side. Do I just hit her and say "hey, I need that $69 for the sewer" and show her the bill? Or is there a better way to do this?

How is your lease set up?

There are a lot of companies set up to do RUBS billing. For your situation you could easily do it yourself through splitting the bill based on occupancy, square footage, beds, or other factors.
