Bad neighbor next to my tenant

I have a new house with a great tenant and there is a shared double wide driveway. The neighbor has garbage and old wood and a broken down car in the back yard all in view of my tenant. They are also running a makeshift repair shop out of their garage and making lots of noise irritating my tenant. As if that's not enough, he drives around cars in his driveway onto my side and onto the street. I don't want him bothering my tenant. Any suggestions ?

Is that property a rental or owner occupied?

You could check into code compliance for your city, see if it s bad enough to be cited and written up, forcing things to be cleaned up.

If its a rental take photos and get them to the owner.  Sometimes this works for us, sometimes they don't care.

If it's not a rental, offer to purchase the property.   Send them a yellow letter every two weeks until eternity.
