Omaha Undervalued Duplex

I am investing in rental properties in Omaha, Nebraska. I am looking at purchasing a duplex. according to online estimators, like rentometer, each 2-bedroom units could rent for between$700 and $800. However, my agent told me that both units are occupied with long term tenants who are only paying about $250 per month in rent. I think this property could cashflow well but I would have to raise the rents. has anyone dealt with this type of situation? is there something I can do or should I walk away?
