Section 8 Rent Increase San Jose, CA

I currently have a property in  San Jose, CA 95133 that have being rented out to Section8 for $2,700. At the beginning of this year I submitted to my tenant and Section8 a request to increase my rent to $3,100. Finally today after almost 4 months they told me that they were going to increase my rent to $2,733 instead of $3,100 that I have requested for. Is there a way I can petition to get my rent increase to $3,100? Are there website out there beside GoSection8.com where I can go to compare comps for my rent? Please share you advice thank you.
