Tenant provided own notice to quit !

Tenant provided their own notice to quit but is still living there. The lease doesn't state a 30 day notice is given for Landlord to submit a notice to quit! Can this tenant be evicted ASAP?

I'm confused- we need more details.

Is the tenant month to month?  

Did they say they were leaving by a certain date?

Why do they owe money?

What repairs need to be done?  Is it possible they are moving b/c the place isn't livable?
