Rent Concession Request in PA : good idea?

Moved into new construction (first tenant ever).  This is a multi-unit building.   After first year learned that construction contractor failed to caulk windows and put in the wrong HVAC system.  Equaled huge electric bills.  Now a few years later bills are still high.  Ends up caulking was not done completely.  They fixed it.  Although they have been responsive I feel that my costs due to these construction and repair issues is nearing $800.  My monthly rent is $2000.  I want to ask for a rent concession.  But I'm fearless since PA (Philadelphia) does not have rent control.   Worried I'll piss them off into trying to drive me out with huge increase.   Thoughts?   Is me asking for concession fair?   I really think it is.    Thanks.
