Tenant moved in Elderly mother w/out informing

Tenant moved in 91 yr old mother without telling us a couple of months after signing lease. We are out of state and had no way of knowing. He got around to telling us as a by the by recently wanted a significant rent reduction to renew (we said no thanks as it is already rented below market value on zillow), then he comes back and want to rent for another year at same price. We asked for proof could afford (W2) and he is well able to yet tried to ask for a major rent reduction in a hot market. As to the mother living there, problem is the bedrooms are on the second floor and we don't know if his mother is in good health to navigate them daily to bathe and sleep. We are concerned about her safety and liability (on our side). Also, once lease is signed can this (so far very high maintenance) tenant demand modification on this single family home which is our only rental? If we refuse to renew, can we be accused of age discrimination. Appreciate any advice
