Carpet replacement and paint

Hello,  I am posting as I feel like I am in in corner.  I signed my original lease in Feb 2006.  Just resigned my 11th year lease for the same property.

I have been asking for new paint and flooring for 6 years. Just before I received this last rental agreement my property management sent me a letter saying someone was coming to do an estimate on new carpet and paint.  Yes finally I was so excited.  I signed the new lease and returned it.  Haven't heard a thing since about carpet and paint. I emailed them ri follow up and never got a response back. The carpet is so worn in places that the little nail tacks poke through and we are always hurting our feet on them.  And you probably can imagine how the walls look after over 10 years without fresh paint.

I am a good tenant.  Always pay on time.  I have only been late once and it was only 2 days late.   I make many repairs myself and I keep the house clean and the yard trimmed.  I even trim trees back when they start to rub the roof. 

At this point I would like to know as a tenant do i have any rights?  How do i get the property manager to perform these repairs?  Without reprocussion? 

I wash the walls regularly and I shampoo the carpet at least once a year often twice a year.  I just feel like I am being punished for being a good tenant.

Can someone guide me?
