Pet rent not going towards damage

Hi! Does anyone know what the law specifically says about pet rent? We paid a non refundable $500 pet fee that I knew couldn't be applied to anything. But the complex is also not willing to apply the $30/month pet rent we paid for two years to what they're claiming as damages. (I actually don't agree there were damages but don't think I can prove anything.) I've seen in some online articles that pet rent is supposed to be applied to any potential damages, but can't find any specific laws. Can anyone confirm? I live in Florida if that helps. Thanks!
