Wisconsin Eviction help

I would like to thank everyone in advance for your help with this situation.

I have a rental property in northern Wis. one of the tenants lost his job and has not paid rent for 4 months. People have been helping him with his rent (church). They were unable to help for January or February. He is on a month to month lease. I have sent him a 5 day pay or quit. He then said he was getting help from the Wisconsin w-9 program and I had received paperwork to support his claim and had to give another pay or quit per program.

It was a week gone by and have not heard or seen anything. I talked with the tenant who said he would be out by March 1st if the w-9 program was not going to help. I assumed that he was out because I have not heard anything from him. My father went to look at the place and his stuff is still there. No tracks in the snow and the car has not moved. A   quick search finds that he is in jail.

Where do I go from here? Do I have to go through the court to get his stuff out? Can I use the NEW squatter law to remove his stuff? he has a heat lamp plugged in the garage to warm his car. Cam I at least unplug that?

Best thing is to meet him in jail have him sign that he agrees to vacate immediately and that he gives permission for his dad to remove all his property including the car, no personal property left. 

Call his dad tell him his son doesn't need a eviction on his record besides what he already has on his plate, and that you plan on meeting his son to have him sign to vacate and want to know how quickly he can get his kid moved out.. offer to help just tell him you want it broom clean no personal property left. 

If you can't get this done, then file eviction for non payment,, you can do this yourself and you can give the jail as additional address when filing the court paperwork.. 

It's just dealing with him directly will get you the property back sooner, you'll avoid more costs for court fees.. as far as a judgement for unpaid rent you'll more than likely never collect anyway.. send move out statement and then file for small claims court to start that if you think it's worth the effort. 

GO in unplug the car and don't think twice about that.
