How to deal with utility bills

Hello BP, I’m planning on renting out an apartment I just bought, and as a new user at this blog I was hoping I could get some advice and information about dealing with problems that can occur with tenants not paying utility bills.

1. I heard of tenants who don’t pay theirbills or don’t pay on time, what is the best way to overcome this problem? Should I leave the bills registered in my name and just charge my tenants monthly? Or should I have the tenants register the bills in their name and make sure they pay them on time?

2. Is there a good app I could use to calculate and have each roommate pay an equal share of all bills?
