Unnecessary service calls

I am a new landlord trying to learn quickly how to deal with an incompetent tent. My tenant keeps calling me for unnecessary things. First it was because the stove wouldn't work. I sent someone out to look at the gas stove and turned out there wasn't anything wrong with it. Then he wanted someone to look at the lights and the only thing wrong was that the wrong light bulb was placed in the socket. Now hes calling about the heat. There's a $155 service charge to go out on weekends to asses the situation. Can I charge the tenant for these service charges that doesn't result in any repairs needed? What's constitutiuded as an emergncy service call and also what is an appropriate timeframe to have someone look at a property?
