Tenant hasn't switched electricity to her name

What is your course of action, when a tenant (after over a month) still hasn't switched electricity to her name, even when this is agreed upon in the rental agreement. We can't of course just turn off the electricity, but not sure what would be effective way to achieve this. There has been unfulfilled promises for a few weeks now.
