Westminster MD need feedback on renter

May be picking up and Investment property in Westminster MD. 2 family house, first floor is currently rented and the second floor needs rehab. First floor is section 8 paying almost 90% of the current rent, tenant takes care of the rest (under value from what i have read and heard). Should I ask tenant to vacate and start fresh with both floors at market value? Or hang on to 1st floor and maintain month to month while I rehab second floor? 1st floor could use paint and very light rehab. Thanks
