Tenant's Mail Stolen From US Post Office Provided Locked Mailbox

Hello fellow BP'ers. I own a 4-Plex apartment. There are 3 neighboring 4-plexes, and we all share a US Post Office provided cluster mailbox that is located outdoors on the sidewalk. A tenant called me and complained that a package was delivered to his mailbox, but, when he went to the mailbox - there was no package and the door of his mailbox was open. Only he and I have keys to access his mailbox. Anyone else have a similar tenant experience? Who is liable? What should be done next? Should I change the locks? Thank you guys!

Mail boxes, as they exist now, are still in the twentieth century.  They were designed pre-Amazon, so they are too small to meet our current needs.  Mail boxes should be designed big enough so packages fit, and strong enough to be more secure.  Maybe a bit of a stretch, they should have an cost-effective electronic lock which can be operated with your cell phone ap.  Furthermore, the mail box should be integrated into the design of the home or building, whether new construction or renovation.

My packages are dumped on my front porch, in hope they are not stolen.  I get over a hundred packages delivered every year.

Here is an idea, a real opportunity.  If you are so inclined there are millions to me made.
