Wealth or Cash Flowing Rental

Seasoned Investors, Would you hold on to a rental (in a B area) which isn't cash flowing but has doubled in value since being purchased almost ten years ago? Or Would you sell the rental using the equity to payoff a different rental (in a D area) and get to a stronger cash flow position? The B area is progressing to an A area. There are several new homes being built in the area. The increase in value has also sent taxes higher negating any rental increases. Holding the property has and will continue to build wealth. But cash flow is at least 1-2 years away. The name of the game is cash flow right? Anxious to hear your thoughts.
