Dismissed without predjudice, Am I still liable??

Hello,

Back in August, I went to court with my previous apartment complex. I had paid my rent every month without any issues but I did not pay the water bill due to extremely high charges. I asked them to look into it and was told not to pay until it was resolved. Within a 6month time span, they racked up $1500 and took me to court saying that I failed to pay rent.

When we went into court, the attorney for the apartment complex agreed with us and told us that if we moved out by the next court date that the case would be dismissed because he couldnt prove what money we owed or justify why we owed so much,

Now the apartment complex has reported the account to collections, claiming $2500 in charges. Am I liable for this or since it was dismissed without predjudice, was it wiped clean?
