Electric bill included in the rent

Hello my fellow landlords!  Well I have a few subjects I'd like to discuss. My first is. I have a vacant unit. I'd like to include the electric bill in the rent. How do I go about doing this? The concern is I have a section 8 building. I know I can simply put electric bill included in the lease with a regular tenant. But there may be some guide lines with section 8. Does anyone know anything about this?
