Non-HOA attached Townhouse Repairs

Hi BP! I own an non-HOA attached townhouse is Powder Springs, GA. There are tree roots growing into a combined pipe that I share with the attached unit (owned by different Landlord). How do I determine if it's a shared cost, go about splitting the estimated $6000 repair with the other Landlord and what recourse (if any) do I have if the other Landlord doesn't want to pay half, assuming it's a shared expense?
