4 Plex with cast iron radiators

I'm looking at a 4 unit that has these big floor mounted radiators, are these expensive utility wise? Also, what are options to replace with that would be cost effective?

Its hot water heat and it is very efficient. If they are functional and working properly i would not replace until they go out
