Mineral Rights

Hey guys, quick question. My mom inherited 4 acres of undeveloped land in Louisiana. I talked to the county tax records and there is currently a mineral lease on the property. The lease is in conjunction with the rest of my grandfathers land in his estate left to other relatives.

My question is, can she shop the mineral rights to other companies looking to lease mineral rights? because I think lease is very old and the lease price maybe too low. Could she sell the rights? Could she sell the property and keep the mineral rights. What are some ways I can research the CMV of the land or the rights?
