locating previous tenants milw wi

Greetings;

My property mngr and I have parted ways once again.  Tenants left w/o paying last month's rent and owe back utilities and damage costs.  Property mngr has no forwarding info (of course).  Although he apparently gave a reference to their new landlord - am trying to convince him to send me that phone number. 

How can I track down my previous tenants?  Do I have a legal "right" to contact info from current employers (off last application)?  

any suggestions appreciated
