Section 8 with the BUILDING, Not tenants!

Can anyone help me with this. I have potential to birddog, for an investor that wants multi family bldgs 50+ units but wants the "Building" to already be qualified with/by HUD for section 8 tenants.

Does anyone know the exact wording for this type of HUD building &/or how I can find out about it?
