What would you do if you suspect that your tenant is allowing another adult to live in the apartment?

What's the occupancy limit on the apartment. If he can add a person to the lease then you could give that option. 

Tell tenant you've noticed another car.. another person regularly and they either need to show proof of residency or they have to go. Do you have a guest policy ?? any way over a week is to long.

Tell them the brother either applies and qualifies or he needs to go.

Post parking lot unauthorized cars towed.. owners expense..

Usually works, they get the point.. if it continues give him a lease infraction notice,, and then file for unauthorized person in the apartment.. last resort
