Handyman and contractors getting too comfie or overbidding

Hello: Have some issues and if anyone has advice i would appreciate it!

Have single family home, amazing tenants. 

My handyman gets a set rate for first two hours then a lower rate for each additional hour. He put me in contact with his landscaper as well. 

Handyman now is completing one or two small jobs from a list of about 10 items for the fall. He is at the house several times a week, staying less than one to hours, and billing for first two hours rate. 

Its starting to bother me, and worry about too much disruption for tenants. heck i would be annoyed..

His landscaper gives me a padded quote for yard fall cleanup. I got a quote on my own for almost half. 

Beginning to think my trusted handyman is getting too comfortable and taking advantage. I have feelers out for a new handyman. But my concerns are: want to keep consistency, and not change handyman or trades every 6 months or year. My handyman is not following my list exactly or completing items like furnace tune up, he stated he checked the furnace. That's not a tune up.

Is it time to cut handyman back and just give him one or two items to work on? I've learned not to blindly trust anything or anyone with this property, but don't want to be too harsh and cut myself off where it hurts. (financially) Or any ideas of how to structure a regular handyman's pay?
