PM Says Section 8 Ten plays games & We Get Stuck with No Payment

Recently, one of our Section 8 Tenants allegedly mailed their portion of the payment to the wrong address. PM recently moved offices.  We specifically asked if the PM contacted the Case worker, but their response was we did not want to contact them because they would discontinue the Subisdy Portion of rent. Our PM said they would pay it the following month and would not be contacting the caseworker for the tenant.  Of course next month rolls around and the tenant pays their monthly portion, but does not pay the previous month. We follow up with the PM, however their response is that these are Games Subsidy Tenants play and every month we can expect short payments or no payment of their portion at all. Before outsourcing PM duties our experience with Section 8 was to always contact their Caseworker. Have things changed within the last 6 months?
