My tenant has A horrible neighbors

Hello, this is my first rental property located in the mckeesport area right out side of Pittsburgh pa. It's located in the Christy park area it's a decent area there are no vacant houses or defaced homes. Recently I bought a house down there that needed cosmetic work . Ibe been working on the house for about 2monthes and the next door neighbor.  Always has something to say. 1st he said my foundation is messed up my house is leaning on his , said the previous owner was infested with rats and roaches . He also said he was going buy the house and tear it down to make a big back yard . Now that the house is rent ready he bothers my tenant calls him degrogitive name in front of his children racial slurs . Come out yelling about parking in his spot even though it's city property . He tell my tenant he is not going have a car any more if he keeps parking on the street . Is there any thing I can do about this guy ? Legally he is making my tenant uncomfortable.
