EASE of California, Anybody has experience?

Hello, I just received an email for free inspection of energy saving as following:

Thank you for your interest in the Energy Saving Programs offered by your local utilities!!!By Participating you are helping both your tenants and the environment, while making no-cost improvements to you property.
In order for EASE to be able and provide services, you must review and sign the attached documents and either email or fax them to us at the number below.Please also send the additional documents below (if listed):

Remember, the evaluation is FREE and you will be provided with a list of feasible measures that require copay if applicable prior to installation. At any time if you have questions regarding the process please don't hesitate to contact me directly. I have also provided links to the utilities respective websites so you can feel comfortable in moving forward.
