Issues with tenants PA f/g disability rebate form

My tenant came to me with a pa f/g form that she needs filled out for her disability rebate. They need it filled out confirming that the rent she has paid over the last year is at this address, because her rent receipts from the previous landlord were filled out with the wrong address. I told her that I could not fill it out for that since i was not the one collecting rent at the time. I have only recently taken over the landlord position at this property. The problem is that the last landlord is trying to tell me to fill it out and quite frankly was very rude about it. If he does not help her, since I am now acting landlord can I fill it out anyway even though the mistakes were his and he was collecting rent at the time?

No, it is not your problem and you need to stay out of the situation. There is something goin on you do not know about and do not want to be involved in.
