Apartment roof leaks caused property damage - seeking advices!

Dear BP members,

My brother is currently experiencing a roof leak issue after recent heavy rain which damaged some of his personal properties. The main cause of the roof leak was from roofer hired by apartment management to replace their aged roof. He reported the issue to onsite PM but was told to file claim with his insurance. He called and filed a claim with his insurance and the rep. suggests that he may move out to a hotel with $3000 limit in spending. The apartment management said they will pursue damage claim with the roofing company and that is pretty it. This to me seems to be a very long process. 

My question:

How to properly handle this situation? Should we assume and make personal properties damage claim with our renter insurance? I am thinking the apartment PM will not pay any of our losses. 

I don't have experience dealing with this kind of issue so hopefully experts from this forum can help shed some lights on this topic.
