Collecting damages from divorcing navy family

I thought I had the perfect tenant....  boy was I wrong.
Wife handles all communication with me, lives full time in the apt. with their children
Husband is stateside navy, stationed in neighboring state m-f, home most weekends.

Wife takes great care of the the home and the kids, pays rent and water on time, Life is good.

Fast forward...  Wife falls in love with crack dealer, husband takes custody of the kids, no one will answer calls, Wife advises me to use deposit as last month's rent.

They vacate with only a 4 day holdover...
yesterday I go in to do my preliminary walk through and change the locks. There is crayon everywhere, nothing has been swept or cleaned (appliances and commode are gross), small sections of wall paper has been pealed off, one door has light dog scratches on it, another door has been destroyed, the bathroom mirror is missing.

I've since walked thru with my contractor and I did take a few pictures.

They are behind about $200 in water.

I'm not sure if I could have gotten them out faster but for now I'd the communities advise on collecting the water and likely close to $1000 in cleaning and repairs.

Neither has changed their address yet, I have the wife's SSN and fathers address, I know where the husbands mother lives.

Can I take them to the magistrate without current physical address?
