Applications and lack of response

Hello!  I have completed my first investment property and I am accepting applications for tenants.  Does anyone have advice for applicants who do not respond in a timely manner?  I feel bad if people pay the $15 credit check so I only do one applicant at a time.  I am now waiting for this person to set a date to sign the lease and secure a deposit and they are not responding.  Do any of you set time limits for people in an effort to move forward?

We will give them 48 to respond before we move on to the next qualified applicant.  If the do not respond when you want to give them the apartment, how will they respond when they have not paid their rent.
