Can I justify no more carpet?

We have one bedroom senior apartments (approx. 600 square feet) that we are rehabbing at turnovers. 

C class property, about 15-20% on some form of assistance. New move ins are renting for $950 ($1050 for those that have small patio yard). Long term tenants with no rehab being done are in the $800 range with small increases each year. 

The price for commercial carpet in living room and bedroom and sheet linoleum in kitchen, dining area and bathroom is $1590. 

The price for commercial carpet in l.r.and bedroom and interlocking vinyl planks in kitchen, dining and bath is $1865. 

The cost for all vinyl interlocking planks (no more carpet!) is $2400. 

One concern is that some are upstairs units seem to transfer the sound to downstairs more with the vinyl planks. So possibly do carpet upstairs only?

Besides new flooring we also do 2 tone paint with crown, new laminate counters in bath and kitchen and if needed, new stove and toilet so we are spending quite a bit for each rehab. 

With these numbers is it still cost effective to get rid of carpet? Would love your opinion. Thanks.
