Looking for Reliable & Fair HVAC Repair Services

I'm in the far East Bay of the San Francisco market. My activities have be running very well with one exception, obtaining fairly priced HVAC services. I have a property manager who generally does a very good job at most things, but seems unable in incapable of adequately disciplining contractors so they provide reliable and fairly priced services. HVAC has been by far the primary source of my most significant problems (probably at least 80%).

So is anyone aware of highly reliable and fairly priced HVAC services in the far east end of Contra Costa County the 94513 area - Brentwood/Antioch/Oakley. If so please provide referral.
