Evicting tenants in City of Los Angeles with Rent Control Ord.

I am purchasing a 2 unit building in City of Los Angeles that is zone Commercial. The buildings were built as residences in 20's and falls under Rent Control.

My agreement with the seller was to have the property Vacant at the end of escrow and I paid 39k for tenant relocation in escrow.

The seller is not co-operating and wants me to inherent the tenants and evict them on my own. I am doing a 1031 exchange and my time is running out. Any suggestions??
