Finding a reliable maintenance employee in the Twin Cities

We have been going through maintenance technicians left and right over the past couple years. I'm not sure what the best way is to advertise this position to help with this search. We have a history of hiring someone, they do great work for a couple months and then their quality of work just falls off. We are continually growing as a property management company and a dependable employee shouldn't be so hard to find. Any suggestions on what we might do to better ensure great results?
