Rochester NY - Inherited Tenant

A relative of mine just purchased a rental home in the City of Rochester with tenants in place from the last owner. I believe they still have 10 months left on their lease. The current rent is under market value, and the Buyers Agent claimed rent could be raised at anytime with a new lease from the new owner. Does this sound correct? Or does my relative have to honor the lease in place by last owner.
