Question about procedure for repairs

Recently our tenant reported a malfunctioning AC unit that requires repairs.  The tenant stated she was out of town for a week.  She wanted the repairs done before she comes back.  She said it was not her responsibility to meet with the repair technician and that it was my responsibility.  I looked over our rental agreement contract written by our property manager and there doesn't seem to be any language on point.  The property manager said that it is the tenant's responsibility to meet with the repair technician and that the property manager will not personally meet with the technician.  Any input is appreciated.

Agree with Peter. Why would you even want this in the tenants hands? If I was a tenant, I'd tell the vendor to install a brand new piece of equipment. And tell you that it couldn't be repaired. Then I would tell you the fridge broke and order a nice stainless fridge. I'd be interested to know what the PM thinks are his duties? And what does your contract say between you and the PM? Does it say he can delegate his duties to tenants? And frankly, why are you even aware of any of this? Isn't that why you hired a PM so you don't hear from tenants?
